Security Department

Establishment
The Security Department was established under the Port Authority Act 1963 and Privatization Agreement 1998 under which the Security Department is being given the powers of Auxiliary Police under the Police Act 1967.

Objective
The department manned by Auxiliary Police Officer which are vested with police powers to ensure law enforcement within the port premises.

The Responsibilities Includes :
Security of port areas
Enforcement of ISPS Code requirements
Security of cargo and assets
Monitoring of vessels alongside
Manning of accesses
Investigation and prosecution of selective cases in the port area
Compounding of offences under Port Authority Act 1963, Kuantan Port Authority ( Compounding of Offences) order 1993

Mission
To ensure that the port is crime free.

Role
Is to establish a responsible ,reliable and competent work force to keep order and security within the port areas and to undertake measures and steps to prevent crime or crime related incidences.

Responsibility
Manning of gates

Ancillary Services :
Security patrolling service within port premises
Manning of main gates
Crime prevention services
Joint cooperation with local/ marine police department
Provide security escort
Crowd control
Traffic Control
Drug Test
Processing of port passes and security vetting.
 
 
 
 
   

Fire and Safety Department.

Establishment
Established under the Kuantan Port Authority Act 1980 and Privatization Agreement 1994.

Objective
This department’s objective is to strive towards a more safe working environment. Manned by competent fire officers and safety officers

The Responsibilities Includes :
Safety in the port premises
Safety of cargo operations
Safety of workers
Environmental aspects land and water
Fire protection
Fire prevention

Mission
To ensure that Kuantan Port is accident and incident free in line with our corporate objective as a safe port.

Role
To ensure that appropriate measures and planning being undertaken to ensure fast response in an event of fire and to ensure a safe working environment.

Ancillary Services :
Safety patrol within port premises
Supervising of DG cargo movement and storage.
Safety induction to all workers and stevedores
Safety surveillance and checks .
Oil spill combat team
Safety advice for handling of heavy lift, and awkward cargoes
Fire and safety audits
Ambulance service
Safety/fire and oil spill trainings
Fire rounds and surveillance
 
 
 
   

International Ship and Port Facility Security Code (ISPS)

Introduction

Due to tragedy 11 September 2001, IMO (International maritime organization) have stated the revolution act A.924 (22) ‘Review of measures and procedure to prevent acts of terrorism which threatened the security of passengers and crew and the safety of ships’
This research has been done to improve international law and safety measures to protect from terrorism at world port.

Diplomatic Conference in London state that for international ship safety measure must practice and follow ISPS Code during SOLAS Convention (The International Convention For The Safety of Life At Sea)

Concentrate on port facility to exercise good safety measures at port based on ISPS Code (section 16.9 part b) consist of:
In and out of port
Prohibited area at port facility
Cargo handling
Shunting and storage movement
Handling unaccompanied baggage
Safety control at port facility

 

Objective :
Good international relationship between contracting government and all parties involve to avoid accidence and any terrorism activity
Concentrate on responsible and action for each party involves to make sure the safety of international port
Efficiency in exchanging data and information
To have an efficient operational procedure to avoid any accident on ship and at port
To have a good maritime safety measures and can be practice when needed
